For that to work in Texas, LPI needed to be a licensed participant in the ERCOT market. Now we are. Introducing Liberty Wholesale Commodities.
What is Liberty Wholesale Commodities (LWC)?
LWC is the Retail Electric Provider (REP) arm of LPI in the state of Texas which allows us to buy and sell electricity on the ERCOT grid. We’ve received approval from the Public Utility Commission of Texas (PUCT) to operate as an Option 2 REP — a designation that allows LWC to sell grid electricity directly to large Commercial and Industrial (C&I) customers and pair that grid supply with on-site power from LPI’s generation resources.
In plain terms, LWC is the retail energy arm that makes LPI’s Chorus solution possible in the state of Texas.
A Quick Primer on How Texas REPs Work
Texas is a deregulated electricity market, which means customers in competitive areas can choose their power supplier. Retail Electric Providers — or REPs — are the companies licensed to do that. There are two types:

LWC functions as an Option 2 REP — meaning we are available to serve large C&I customers. Option 2 clients waive certain standard consumer protections as part of this arrangement, a PUCT requirement designed for more experienced buyers capable of managing their own energy contracts.
How LWC and LPI fit together
Designed to work seamlessly with LPI’s Forte on-site generation, LWC’s retail supply is sourced from 1) a mobile or custom-built permanent microgrid, designed, owned, and operated by LPI, 2) electricity from the ERCOT marketplace, or 3) a combination of both. When LPI installs a generation resource at a customer facility, LWC provides the surrounding retail supply and manages the relationship between the two. The result is what we call our Chorus solution: an offering where grid power and site power are continuously optimized together, based on what makes the most economic and operational sense at any given moment. Fixed-price electricity contracts are a core part of what LWC will offer, giving customers a stable cost basis alongside the physical resilience that on-site generation provides.
How Chorus Optimization Works in Practice
When grid conditions are normal, LWC and LPI blend grid supply with on-site generation based on real-time economics. When a grid contingency occurs, whether an outage, a price spike, or a reliability event, on-site generation steps in to maintain continuity without interruption. And when on-site resources produce more than the facility needs, the excess power can be sold back to the market. Fixed-price electricity contracts give customers a stable cost baseline throughout, regardless of how conditions shift.
The Market Infrastructure Behind LWC
Operating as a licensed REP in ERCOT requires technical and financial systems that allow an entity to schedule power, settle with the grid, and take financial responsibility for load and generation on behalf of customers.
Central to this market infrastructure is LPI’s role as a Qualified Scheduling Entity (QSE). In ERCOT, a QSE is the market participant responsible for submitting bids and offers on behalf of generators and load-serving entities, managing real-time operating plans, and settling financially with ERCOT for the resources it represents. Every megawatt scheduled, every dispatch instruction, and every settlement payment flows through the QSE layer. LPI operates its own QSE, which means we manage scheduling and settlement for both our generation resources and LWC’s retail load.
LPI also holds registration as a Load Serving Entity (LSE), which is certified by ERCOT and the PUCT to authorize LPI to act as both a wholesaler and retailer of electricity. Together, the QSE and LSE registrations ensure that LPI can operate across the full stack: generation, scheduling power in the market, serving retail load, and settling the difference.
Most REP relationships stop at retail supply — your provider buys power on the market and sells it to you at a contracted rate. When on-site generation is in the picture, managing the interface between that generation and the grid typically requires a separate QSE relationship, additional coordination, and more complexity. LPI’s integrated structure eliminates that layer. Because we are both the REP and the QSE, the economics of dispatch, the market settlement, and the customer contract are all managed within a single operational framework — reducing friction and creating the conditions for the continuous optimization that Chorus delivers.
Where LWC Will Operate
LWC’s retail offerings are available in ERCOT’s competitive regions, covering most of Texas’s major commercial and industrial markets. This includes the Houston, Dallas, Fort Worth, and West Texas regions, among others — areas that represent the largest concentration of data center and industrial load growth in the state.
